What GPO could be breaking the remote desktop service overview?

I am having a problem with Remote Desktop Services after applying the CISCAT gpo(windows server member L1 and L2). I can configure Remote Desktop Services and everything works but as soon as I apply the GPO and go into Server Manager > Remote Desktop Services > Overview I see "A remote desktop services deployment does exist in the server pool. To create a deployment, run the Add Roles and Features Wizard and select Remote Desktop Services installation option." If I move the server outside the OU and do gpupdate /force and restart then the Overview window loads. This happens every time and I am not sure which setting is breaking the remote desktop services. Does anyone else know which setting needs to be turned off or on? Which logs can I look at to see what is breaking the Remote Desktop Service > Overview?
