Intune app protection policies blocking from creating a passkey in Microsoft Authenticator

I am trying to test passkeys in our organization, and it seems Intune App Protection Policies are getting in the way. I've attempted to my knowledge with excluding Microsoft Authenticator from being treated in the App protection policy or Conditional Access Policy. I'm confident that is starts with our CA because "Require app protection policy" is selected for all users and all targeted apps.

    Solution: Resolved by @Jordan Hoff

    "After changing the Conditional Access Policy from All apps to a select few applications and after 24 hours of that change, then you're able to create passkey for users."
