Can't overwrite WiredLAN config with Intune

Question

I've spent several months trying to troubleshoot an issue with Intune support with the Wired Network Config for 802.1x authentication. I have a configuration profile that works, however, it is not overwriting a previously deployed configuration. In reviewing the XML file on the affected machines, it has the original deployed configuration which did not work. On new machines, and manually configured machines, the profile works. Intune support did not know how to troubleshoot a config being unable to be overwritten.
