Suddenly the virtual machine is not reachable, even from port 80 or RDP.
I tried to redeploy and re-apply, restart but anything works
Also the diagnose solutions but did not work.
I tried to run commands from Serial Console but its not worked too.

Try to restore a backup effectively which resets the VM to a previous state where the VM Agent was functioning correctly.
If possible, create a new VM and attach an existing OS disk to a new VM https://learn.microsoft.com/en-us/azure/virtual-machines/attach-os-disk?tabs=portal
