When I create a new External user to our tenant the user appears to create correctly, however when the invite email is sent to the user they get an error "The username may be incorrect, Make sure you typed it correctly. Otherwise, contact your admin." if the user tries to walk through the password reset process user gets an error "The email or username you entered does not exist. Please check that you have typed your email or username correctly".

not really. I'm able to add other members of this same company as external users. This seems to be only related to this one user. For example I have 3 users from the same company
user1@example.com - External Invite
user2@example.com - External Invite
All the above get created no problem but on the 3rd
user3@example.com - External Invite <- this one fails to get created

Try to login with https://myapps.microsoft.com/?tenantid=<tenant id> and try to access it and if possible, try to exclude guest users from conditional access policy.
Try to invite the user again and reset the redemption status for a guest user in Microsoft Entra External ID by following the document: https://learn.microsoft.com/en-us/entra/external-id/reset-redemption-status

We have guest users exempted. I've been able to add the same type of user from the same external company up until this user. I've also been able to add other external users just fine. It seems to only be related to this 1 user. If I try to reset the password myself for this user I get a different error basically saying I can't reset a guest user. But again this seems to only affect one user no matter how many times I try to delete/re-invite. All the other users from this same company are able to finish the setup process. it's only this one user. I can't reset the redemption status because the user never accepts the invite because the user is never actually created.
