how to fix Invitation for External User Not Creating User in user Directory

When I create a new External user to our tenant the user appears to create correctly, however when the invite email is sent to the user they get an error "The username may be incorrect, Make sure you typed it correctly. Otherwise, contact your admin." if the user tries to walk through the password reset process user gets an error "The email or username you entered does not exist. Please check that you have typed your email or username correctly".
