This is the free plan. I accepted all defaults, added tags, clicked next, then the final Create Web App + Database

When creating a Web App + Database in the Azure portal with PostgreSQL - Flexible Server, the “Next: Tags” or “Review + Create” button may remain greyed out even if all visible fields appear filled. This issue is usually caused by missing required fields that are not immediately visible on the screen—specifically the admin username and password for the PostgreSQL server. These fields are sometimes hidden due to slow internet, browser rendering issues, or portal glitches. To resolve this, the customer should scroll down the form or refresh the page to ensure all sections are loaded. Once visible, they need to enter a valid admin username (such as "adminuser") and a strong password that includes at least one uppercase letter, one lowercase letter, one digit, and one special character (for example, "P@ssword1234!"). After entering these credentials, the form will validate successfully, and the “Next” button will become active, allowing the user to proceed with the deployment.
