Upgraded from Windows 7 Home Premium 64 bit to Windows 7 Ultimate 64 bit.  The option to send to mail recipient is missing from the locations on the desktop.  I shift and right clicked to review all the listing.  I am using Windows Live Mail.  I can send the document by attaching it in Windows Live Mail.  The option to right click and send to mail recipient was present for a couple of days after the upgrade.

Thank you for your reply.  I used the shift key and right click on the item I wanted to E-mail.  There were about twenty locations but no envelope.  I reinstall Windows Mail still no envelope.  Mircosoft Support created a short cut on the desktop and added the envelope icon.

Below are the steps on how to create Mail Recipient in the Sent To list.

    >Click on Start

    >Type in the Search bar %appdata%\microsoft\windows\sendto

    >Right Click on the space in the middle of the window

    >Click New

    > Click Text Document

    > Open the txt file in notepad, type in there 'Mail', and save the file as "Mail Recipient.MAPIMail"

This doesn't work for me.  Using Windows 7, Thunderbird mail client, I have installed the Mail recipient.MAPIMail file at least three times.  The send to mail recipient option works in my MS Office products, but is NOT available in Windows Explorer, no matter how many times I put it in the sendto folder.  I have set Thunderbird to have all of the defaults as my email client.

This is extremely frustrating and inconvenient, as I would like the option to shrink my photos when emailing.

Mozilla mail may not be compatible with Windows 7.  The fix does work with Windows Live Mail.
