We are using an Exchange 2016 hybrid environment. Users are created on-premises and then migrated to Exchange Online. I have a requirement to include approximately 300 external users in an Office 365 distribution list; however, I would like to avoid adding them directly to a DL.

Is there a way for a user to create a local or contact group in Outlook(i.e local to users outlook), where user can add external users and use the group to send emails? The idea is that whenever the user wants to send an email, user can simply use this group, instead of manually adding all 300 external addresses in the BCC or CC fields every time.

To avoid the repetitive task of copying and pasting email addresses, the user is looking for a more efficient way to manage these contacts—ideally by creating and using a local or personal group in Outlook for sending emails.
