I open Copilot 365 documents and the message appears: TOO MANY FILE ACCESS REQUESTS. How do I fix this?

I haven't been able to resolve the TOO MANY ACCESS REQUESTS issue with many of my files in COPILOT 365. This occurs when accessing many of my files stored in my Microsoft account is attempted. These files are accessed via links from another external website, and are accessible ONLY TO THOSE WHO HAVE THE LINK, meaning everyone who accesses that website.

I want to know if the problem is really because too many people are accessing each file simultaneously, which I think is unlikely to happen, or if it's a different error. It happens with all the files I have shared.
