When I try to begin recovery from iCloud, a loading icon appears and I get stuck there

I just got a new phone, and I want to transfer the codes from my old iPhone to my new one. The problem is, that when I click the "Begin Recovery" button, it just gets stuck on a black loading icon. Is there any way to fix this?
