Not Qualified for Microsoft 365 Developer Program E5 Subscription

Hello Microsoft Support,

I have successfully signed up for the Microsoft 365 Developer Program using my institutional email (e.g., ******@natunakab.go.id), but I still show as "Not Qualified" on the dashboard and cannot access the E5 developer subscription setup option.

Here are the steps I have taken:

  • Verified my email domain is institutional (not personal).
  • Connected my GitHub account (with public activity).
  • Tried logging in and out, and even waited several days.
  • Attempted with different Microsoft accounts.
  • Reviewed the Developer Program FAQ and requirements.

I’m learning Microsoft Purview and Information Protection for personal development, not for production use, and I believe I meet the qualifications. Could you please help me check why I’m still not eligible?
