You need to contact MS billing team to resolve your issue/ to get refund. so please create a support request by following the below steps and get it resolved.
- Go to the Portal and search for "Cost Management + Billing."
- Click on "New Support request."
- Describe your issue as "billing," as shown below then click "Next" and choose your subscription.

- Scroll down and select "Contact support" and "create a support request".

- Provide the required details as prompted.
- After clicking the "Next" button, click on "Return to support request" on the second page instead of selecting other options

- Fill in the remaining details and create a new request.
Once you create the support ticket the concerned team will contact you soon. so that you can liaise with them accordingly for the refund.
