Office 2019 cant update correctly on less priveleged employees and causes an error

Question

Hello all, our organization has been having this error for months now. Whenever we deploy a new office update, it causes skype for business to stop working and give "the operating system is not presently configured to run this application" error and outlook stops sending emails. We know cause is privelege related because admins and other IT staff dont have this issue. I've been tackling this problem for 2 weeks now. Firstly i thought this issue was caused by our deployment tool (SCCM) but no, the built in Office clickToRun tool fails exactly same. So i went through the mountain of logs and found some issues:

this is the process that fails in employees and succeeds on admin computers. I tried to google the error code but info related to Office ClickToRun is minimal. Please help.
