It looks like trusted signing recently left public preview and requires organizations to be in the US/Canada and have a history of 3 years. Is there any exception process for this or extended verification we can provide? There are many startups that are going to be building products in under 3 years of age. Additionally it is unclear if this is the reason validation fails as there isn't any information on the Azure portal.

Thank you for the feedback, we are working on updating the Azure portal with pre reqs. However, the documentation has this under prerequisites before you even create an account:

Unfortunately, there is no exception process and Trusted Signing is still in public preview, although with the restrictions of country being US/Canada and organizations need to have been incorporated for 3 or more years.
