Hotmail account locked

Question

I am desperately trying to get back into my Hotmail account.  I forgot my password so after entering too many attempts my account has been locked.  I have tried resetting my password and each time it takes me down the account recovery application process.  The first time I completed it I got a message from Microsoft Support saying I was unsuccessful and needed to provide more information.  I must have completed the form about 10 times now but never get anything back. It feels like I’m in a loop.   I’ve tried contacting the support team online but just keep getting self help prompts.  I’m losing the will to live but now urgently need access to my account as everything I need to do is linked to that email address.  My Microsoft Authenticator is not set up for my Hotmail account so I can’t get the verification codes that way. They are not coming through on my alternate email address and it says I can’t use the text messaging option at this time, possibly because I am away from home in a different country.  Any constructive suggestions would be gratefully received. My account is locked and I can't any help from Microsoft. I filled out the info to unlock, it was unlocked for a day and now I'm back to locked!
