Cisco Webex SCIM Provisioning user create error SystemForCrossDomainIdentityManagementServiceIncompatible

I am syncing users through Azure SCIM to Cisco Webex. I am having error codes when trying to create 4 users. I am having trouble finding the cause of the error.
