The 'Microsoft Authenticator' is disabled for a single user

Account has over 1K users. The migration status is complete. The Auth policy allows for the Microsoft Authenticator for All Users. The user in question is not excepted.

When attempting to log in, the MFA registration fails stating that no methods are available.

When viewing the users authentication methods, the Authentication methods policy (Preview) shows DISABLED for the authenticator. Every other user it is ENABLED.

Why would this one user have a different policy than the org settings?
