Since you already have a standalone Publisher 2013 license, you should be able to install it alongside Office 2024, but you may need to tweak the installation order:
- Uninstall Office 2024 temporarily (back up your files first).
- Install Publisher 2013 first (as a standalone application).
- Reinstall Office 2024—it should coexist since Publisher 2013 is a separate product.
- If blocked, try installing Office 2024 in "Online Repair" mode via Control Panel > Programs > Microsoft 365 > Change > Online Repair.
If coexistence fails, you may want to set up a Windows 10/11 VM (Virtual Machine) and install Office 2021 or Publisher 2013 there.
