can not activate Microsoft Windows Server 2025 data center OEI evaluation

can not activate Microsoft Windows Server 2025 data center OEI evaluationpreviously my laptop use Latitude 7650 windows 11 professional 24H2, then I deleted partition of C drive and D drive and installed windows server 2025 data center version in C drive

but can not activate and add my email account error

I figure out that should not activate evaluation license before enter product key

I need to deactivate window and use below command to enter product key

but now, it can not activate

dism /online /set-edition:ServerDatacenter /productkey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /accepteula
