Power BI Report Server remote access fails due to Oracle DB connection issue

We are experiencing an issue when accessing a deployed report on Power BI Report Server remotely. The report data source connects to an Oracle Database via ODBC using Oracle Instant Client 19.9.
When using Power BI Desktop, the same report can connect to Oracle successfully on my local machine.
- However, when we deploy the report to the Report Server, and try to access it via browser (remote access), the following error occurs:
