My 30120 port is not working (FiveM Server)

Question

Hello dear microsoft team i think i have a big problem. once upon a little time created a FiveM server then i did every single settings to do it perfect and when my server is done then i called my friend to join my server and play together but when he tried he cant join my server because of 30120 port is not working so i did a research about it and find some advices like trying to add firewall rules (TCP, UDP) , trying to stop kaspersky, and do port forwarding to my internet but no one of that worked so im here please help to my problem
