You must meet the following conditions:
Never had an Azure subscription tied to your Microsoft account before.
Signed up using a new Microsoft email and a new phone number + credit card.
- Selected the correct offer: https://azure.microsoft.com/free
If you did, go to the Azure Portal portal.azure.com and cost management to check if you previously had a subscription and it has expired. e,g Cost Management + Billing > Overview > Check Available Credit
One last thing to do is check if you are in the correct directory. Click the settings icon and on the top right and select directories to see if you can find the existing. subscription.
