Not able to add custom roles option is missing

I'm trying to assign custom roles for a DSVM to developers. I go to IAM and choose a role assignment when I click on ADD menu I see just one option Add Role - custom role and other options are missing from the menu bar. Kindly assist.

    Solution: The issue is resolved. Custome role can be assigned at the resource group level not at the virtual machine level. I was trying to create a custom role at the VM level. That you got the answer.

    I hope my research is right.

    Custome role can be assigned at the resource group level not at the virtual machine level. I was trying to create a custom role at the VM level. I got the answer, hence I'll mark this issue closed.
