How to debug why windows server 2019 drop SYN packet?

when send requests to tomcat server on Window server 2019; sometimes client would occurs connection refused. found that windows server not response the SYN, because the f5 handshake timer, the connection will be reset after 12 seconds(1,2,4,5)。so i want to ask how to debug this problem?
