While working on VM, I ran into a internet issue. I was unable to establish any internet connections. I restarted the VM. After restart, I was unable to connect to the VM via RDP over port 3389 anymore. I have noticed that the health state is unhealthy. It also states, "virtual machine agent status is not ready". While troubleshooting, we found out that there was a connection issue from the physical host to the storage account. This temporarily shut down the VM, but it restarted a minute later after the connection was re-established, the VM restarted, and I was able to connect.

I understood from your query that your VM lost internet connectivity, so you manually restarted the VM. After the restart, RDP over port 3389 stopped working. Azure showed the VM as "Unhealthy" and the "VM agent status as not ready." Troubleshooting revealed a connectivity issue between the physical host and the storage account, which likely caused, a temporary shutdown of the VM. An issue with the VM agent starting up properly during or after the host connectivity was restored and you were able to connect it.
Could you please let us know, are you facing any issue right now, are you able to connect to the VM? Please check the Activity logs, Go to Azure Monitor > Activity Log and filter by the affected VM to confirm exact timing and events during the storage connection issue.

2025-05-08T21:03:47.6966667+00:00 We are unable to connect to the VM. I cannot pinpoint the exact time we had an issue with the storage account issue, but it was on 05/07, between 12:30pm & 1:00pm EST. In the activity logs, we have identified another issue that could also be a factor. The task "Create or Update Virtual Machine Extension" failed on 5/8 at 9:36am EST.

The agent status may display as "Not Ready" for several typical reasons, such as the agent service within the VM being inactive, damaged, or unresponsive due to excessive resource consumption (like CPU or disk I/O overload). If Serial Console access is enabled for the VM, you can use it via the Azure portal to troubleshoot. For Windows VMs, you can try restarting the WindowsAzureGuestAgent service using PowerShell commands.
Check Agent Status:
Get-Service WindowsAzureGuestAgent
If stopped, restart it:Start-Service`` WindowsAzureGuestAgentCheck the Storage Account logs for errors.
If the VM is still unresponsive and serial console isn’t working use Azure’s "Redeploy + reapply" option first in the VM Overview tab. This moves the VM to a new host and reapplies configurations.

Tried running the Get-Service WindowsAzureGuestAgent command from powershell. Unfortunately, it shows - "Script execution in progress... " but there is no output forever.

2025-05-09T02:32:36.1066667+00:00 I believe that this is because remote PowerShell is disabled. I attempted to run the preconfigured 'EnableRemotePS' command. It states, "Script execution in progress..." but never completes. Since we are unable to connect to the machine to enable remote PowerShell. Is there any other way to restart the WindowsAzureGuestAgent service? If not, is there any other way to enable remote PowerShell? I have seen that creating an automation account and using runbooks may be a possible option to do so but I am having trouble correctly setting that up.

Verify that the OS is up and healthy, the VM has a running VM agent, and that it can establish outbound connections to Azure storage.
