Unable to add Global Administrator to my Entra ID user

I'm trying to set up an application in Entra ID(formerly AD) and all my users are Members. this is my subscription and when this was AD i was able to do the administration.. I added User Access Administrator to my IAM, but I still cannot make myself the admin on Entra ID.. I need to add roles to the claims and members cannot do this in Entra ID

Thank you for sharing the details via private message. We've identified that your tenant is classified as an unmanaged tenant. In such cases, there is no global administrator assigned to the tenant.

To take over an unmanaged directory as an administrator in Microsoft Entra ID, please follow the steps outlined in the document linked below. This will allow you to take control of the tenant with administrative privileges.
