cannot link speech resource to foundry project

I am trying to migrate our speech studio resources to a Foundry project. I have created a foundry project in the same region as our existing speech resource, under the same resource group, and am attempting to connect the speech resource to the foundry project as outlined here: https://learn.microsoft.com/en-us/azure/ai-services/connect-services-ai-foundry-portal

When I attempt to add a new connection, my speech resource does not appear on the list of available resources.

Next, check your subscription and permissions—your account must have Owner or Contributor access to both the Speech resource and the Foundry project. You can review and update permissions in the Access Control (IAM) section of the Azure portal. Additionally, networking and firewall settings may prevent your Speech resource from being listed. If the resource is using private networking or has restrictive firewall rules, adjust its Networking settings in the Azure portal to ensure accessibility. If the resource still does not appear, manually entering its Resource ID from the Properties page may work.
Sometimes, resources take time to appear due to caching or indexing delays, so refreshing the portal or logging out and back in might help. I've confirmed that there are no firewall/networking settings in play, 'Allow access from' is set to 'All networks'

I've also confirmed that I have contributor access to both the Foundry resource and the Speech resource.

When viewing the Speech service resource page in Azure portal, the endpoint for the Speech resource is listed only as https://eastus.api.cognitive.microsoft.com/. Shouldn't the endpoint be something like: https://{speech_resource_name}.speech.azure.com? Could this be related to the issues I'm experiencing?

Additionally, since contributor access has been confirmed for both the Foundry resource and the Speech resource, permission-related issues can be ruled out.

One possible cause is the endpoint format used by the Speech resource. The user has noted that their endpoint follows the older Cognitive Services structure (https://eastus.api.cognitive.microsoft.com/)is an older Cognitive Services structure and some legacy configurations still use the older Cognitive Services endpoint format instead of the expected Speech-specific format (https://{speech_resource_name}.speech.azure.com). This discrepancy can impact Foundry’s ability to recognize and list the resource.

To address this, the first step is to verify whether the Speech resource has been provisioned under the newer architecture. This can be checked in the Azure portal under the Properties section of the resource.

Check the Speech resource is in the same region and resource group as your Foundry project — which you already did — but also double-check that the resource type is supported.

Also, ensure your user account has Contributor or Owner access to both the resource and project.

If the Speech resource uses private networking or firewall rules, it might not show up.

You can also try manually entering the Resource ID from the Speech resource’s Properties page in Azure.

If nothing works try recreating this again, probably that might fix it,
