Unable to assign Fabric trial capacity — Access Denied + No Admin Access

I created a Microsoft 365 Developer tenant and successfully activated the Power BI Pro trial. However, when I try to start the Microsoft Fabric trial, I receive the error:

“We cannot assign you a free Microsoft Fabric trial capacity due to an error.”

My account also cannot access the Microsoft 365 Admin Center — it says I don’t have permission, even though it’s the only user created. So I cannot submit a support ticket either.
