I do not have access to Skype dial pad?

Hi,

I am located in Bulgaria, and I had a Skype account that I used to make occasional US calls. To my surprise my credit is gone, I do not have access to Skype dial pad as the help says. Hope you can help. At least return the money, it is not honorable to steal the small credit.
