According to this issue, may I know if you have tested sending email using Outlook Web Application (OWA)? Did you encounter the same message when using OWA?
Additionally, please double-check in your Outlook Desktop App this path: File > Options > Trust Center > Trust Center settings > Email security. It could be great if you could try configuring it like this:
Furthermore, please also double-check on your Add-ins by going to File > Options > Add-ins. I would really appreciate if you could provide a screenshot of your Add-ins settings like this. If you see any unusual add-ins, please proceed to uninstall to see if it could fix the issue.
If all of the methods above don't work, consider setting up a new Outlook profile to see if the issue persists.
