When I signed up for a developer account, the UI assured me I could change my "Windows publisher ID" later if I got it wrong, so I left the "Limited" off the end of the formal company name.
Now that I am in, the vetting is "rejected" without giving any reason, I am guessing the most likely reason is the windows publisher ID.
How do I change the windows publisher ID?
After some more testing, it appears that viewing the partner centre on Safari or Chrome is broken.
Most specifically, the status appears with no progress, and the "contact info" option is not clickable.
When you use Edge, the "contact info" does appear, with an option to edit:
Any attempt to edit however ends with "Something went wrong":
