I have a partnership with an Israeli company, and need to avoid their tax withholding. To do so, their Israel Tax Authority requires a "signed statement confirming that all Azure resources for Tenant ID {tenant-guid} / Subscription ID {sub-guid} are deployed only in {regions), and that no resources or replicas exist in Israel. Please issue an official PDF on Microsoft letterhead."
