Unable to provision the E5 developer sandbox

I am trying to provision the E5 developer sandbox but getting error MS-CorrelationId: 00000000-c58b-4fdc-a64e-27bb20ba852c

Code: 41101 getting this error

The error message you mentioned: MS-CorrelationId: 00000000-c58b-4fdc-a64e-27bb20ba852c is commonly associated with error code 41101, which typically indicates that the account being used does not meet the current eligibility criteria for the Developer Program sandbox subscription. 

    Updated Eligibility Requirements (2024) 

    Microsoft has recently revised the access policy for the E5 sandbox. Currently, access is limited to: 

    Active subscribers of Visual Studio Professional or Enterprise

    Members of specific Microsoft partner programs such as:  

    ISV Success Program 

    AI Cloud Partner Program 

    Azure Expert MSP 

    Those with Premier or Unified Support Plans 

    Please also note: 

    • Accounts ending in *.onmicrosoft.com or those registered via phone number are not eligible. 
    • If you are using a personal account (e.g., Outlook.com or outlook.cz), these accounts are no longer eligible unless they are linked to a qualifying Visual Studio subscription or partner program.

    Could you kindly confirm: What type of account are you using to register? (e.g., organizational account, Visual Studio subscription) or are you registering as an individual developer or on behalf of a company? 

    Alternative Option:
