Teams phones rings once and hangs up internal/external

Question

We recently rolled out Teams phones to several users. Every time a person attempts to call out using a telephone number, not a meeting call, it rings one time and then hangs up. The calls can be internal or external.

My issue occurs on inbound calls. It rings 2 times and then hangs up. I can call them back immediately without issue, internally or externally.

Based on your description, it sounds like you're trying to set up Teams Phone for your organization following this Microsoft article: Set up Teams Phone in your organization - Microsoft Learn, but you're encountering an issue where incoming calls to a telephone number ring only once and then hang up. 

To better understand the issue, I’d like to ask a few follow-up questions: 

• Has anyone in your organization been able to receive calls successfully using Teams Phone, or does this issue affect all users? If someone is able to receive calls normally, could you check what configuration or Teams Phone license/subscription and Calling plan that they are using? 
• For users experiencing the issue, could you verify whether their accounts are signed in on multiple devices? Sometimes being signed in on another device can affect call routing behavior. 
• If you have access to the Teams Admin Center, could you navigate to Voice > Calling policies, click on a policy (e.g., Global (Org-wide default)), and check the setting under Routing for PSTN calls? This might help identify if the policy is affecting call behavior.
