how do I create simple non-email phone contacts for teams voice for all users

We are migrating to teams voice and have several management properties that all users will need to be able to voice call at various times. These management offices are not email or teams equipped and can be reached only by a PSTN phone call. I would like to create contacts that will be searchable in the teams people contact app and would enable a simple one click teams voice call from any teams voice enabled user to call the property management office directly. I know I can create my own contact that works exactly how I want, but I don't want every person to have to do this and I don't to have to "share" my contact list as this becomes an admin nightmare and makes me the keeper of the list. I've looked into guest users, but these require email and an "invitation" that is just clunky. Thoughts?

    From what you've described, you're looking to create a centralized list of phone contacts for various property management offices that do not have email addresses or Teams accounts so that all Teams Voice-enabled users in your organization can easily search for and call them via PSTN

    After conducting available resources, it appears that Microsoft Teams currently does not support creating global, organization-wide phone contacts that are searchable and callable across all users in the Teams People app without involving email or guest user provisioning. 

    However, we are actively exploring possible workarounds to help achieve your goal. One potential approach is to use PowerShell to extract a contact list from one user and replicate it across other users in your tenant. This could help centralize contact management without requiring manual input from each individual user. 

    At this time, we are actively conducting a series of internal tests to further investigate the feasibility of this solution. As this process involves multiple layers of configuration and synchronization between services, it may take a bit of time to ensure we’re covering all possible angles. Our goal is to be as thorough as possible so that we can provide you with accurate and effective support.
