Surface Book 2 base USB devices and keyboard/trackpad disconnecting and reconnecting for a minute after waking up

When I turn on my laptop, or when it wakes up from sleep or screen timeout, after about a 20 second delay everything that is connected to the base, including the keyboard, trackpad, U SBmouse, and USB xbox controller disconnects and then reconnects repeatedly for about a minute and then it works fine.

In the event viewer I get a bunch of MTConfig errors "An attempt to configure the input mode of a multitouch device failed." and a SurfaceUcsi error "Surface Type-C Driver PPM availability notification failed, PPM availability state = 1."

When I look at the device manager while its happening, it keeps refreshing and about half the entries in the Human Interface Devices and Universal Series Bus Controllers disappear and then appear.

I reset my computer with a new windows installation and it still happens. The only time it doesn't happen is when I boot into Safe Mode.

How can I figure out what's causing this and fix it?

Did you try the official downloadable recovery image that has all the correct
drivers? (Assumes you are able to boot from a USB stick).
Go to https://support.microsoft.com/en-us/surfacerecoveryimage (with a different Windows computer if yours is not working properly) and download a recovery image for your Surface. You will need a 16GB or 32GB USB
stick formatted FAT32 (use a Windows computer). Best to purchase and use a new,
previously unused USB stick for this. Use FULL format and not quick format and
give the volume a name like surfboot. Unzip/extract the recovery zip to the root
of the formatted USB stick and then follow the instructions.

Have you gone Device Manager, Adapter type, click on the adapter, click on Power Management, and remove the check from "Allow the computer to turn off this device to save power"?
