The Smart Card readers probably do not have the proper drivers, or the VPN may need some tweaking. See this link for details:

Hi all,
I am trying to access a VPN, and have setup the necessary connection on the Surface.
For authentication purposes I need to use a Smart Card - so I have tried attaching various smart card readers. All have installed correctly, and all are powered up by the Surface.
However when I go to establish connection and enter the smart card into the reader it just says reading smart card quickly and then nothing.
I am unable to make a connection.
Does anyone have any ideas on why this is not working - it's quite frustrating?
