Surface Pro 3 - USB Device Descriptor Request Failed

I have the i5, 4gb ram, 128gb model of the Surface Pro 3. A few months back after I updated to Windows 10 I started to notice this issue. I plugged in my mouse and it didn't work. I hear the "plugged in" sound and soon after I receive the notification saying that the USB device is not recognized. I tried some things to fix it at that time and one thing made it not display the notification anymore. I can't remember what it was but it didn't show the notification anymore. It still doesn't work and in device manager it says device descriptor request failed. When I plugged in my phone to test if it worked, it charged but I couldn't transfer files. When I plugged in an old headset which had a USB for the lighting that worked, but almost nothing else does. If anyone knows a fix for this I would really appreciate it. I have been having this problem for months.

    We want to know more about the issue that you're experiencing. Please provide us the following information:

    • Have you tried to use a different USB cable for your phone and a different mouse to isolate the issue?
    • On Device Manager, were you able to get the code of each non-working USB device? If you were unable to get them, here's how:

             - Plug-in the non-working devices to the USB port of your Surface Pro 3.

             - Go to Device Manager and expand the Mice and other pointing devices tree.

             - Right-click or double tap the one that has an Error: Unknown USB device (Device Descriptor Request failed) and select Properties.

             - Under the General tab, the code will be shown on the Device status box**.**
