So recently someone obtained possession of my Surface pro and I feel that they changed the pin for the device in which my accounts are logged in on. Is there a way in which I can remotely access my device and log off all accounts and lockout the device. They have disabled location so find my device isn’t working.

Sorry, no, you cannot reset the device pin remotely. You definitely should change ALL your passwords and contact the authorities in the location where your Surface was located. I'm not sure why you think they changed the PIN, though. Most thieves immediately wipe and reimage these devices, making find my device inoperable.
