May I know when did this issue started?
What version of Windows are you on?
Any changes made on the device prior to this issue to happen?
Any third-party software installed?
Can you send us a screenshot of the issue?
For the meantime, you may try the following steps below.
Force the device to shut down and restart.
Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.
Run Surface Diagnostic Toolkit and check Windows updates including optional updates available.

To check for updates:
Go to Settings >> Update and Security >> Windows updates >> Check for updates.
Refresh the screen with keyboard shortcuts.
press the Windows logo key + Ctrl + Shift + B.
Update Display driver.
Open Device Manager >> expand display adapter category >> right click on the display driver and select update driver >> select search automatically for driver.
Test the screen in the UEFI of your Surface.
- Turn off your Surface and wait 10 seconds.
- Press and hold the volume up button on your Surface, and at the same time, press and release the power button. The logo screen will appear.
- Continue to hold the volume up button. Release the button when then UEFI screen appears.
- View the screen and see if the problem is still present.
- If the screen is working correctly, the problem is with the software installed on the Surface. For more info on reinstalling Windows, see Creating and using a USB recovery drive for Surface.
