i5 Surface Pro 5 turns off if I disconect power, CPU is jamed at 0.38GHz. Memory reduced from 16GB to 4! after windows refresh!

I did my once anuual backup and reinstall of windows (I have done this for a decade with no issues on my HP laptop).

I chose to clean install from disc, but once the ssystem started doing its thing it gave me an error message saying my machine was incompatable with windows 11! I didn't ask it to try and upgrade.

The reinstall took way longer than any previous. Once I go to a normal windows screen things seemed slow. I continued on my merry way, but suspecting something was wrong I did a little searching and with Task manager discovered my CPU speed is 0.38GHZ not 2.5GHZ and it does not change regardless of what is happening.

The charge indicator was saying 38% the machine had been plugged in for 2+ hours (Previous to windows refresh/update/reinstall it would happily run for 3 hours on battery), if you knock the power plug it just crash shuts down (looses all data).

I have tried forced re start, re boot. No improvmemnt. I have run windows update 10 times, no improvment. I have installed and run Surface app and Surface diagnostic toolkit - but when it asks me to do the power tests, it of course chrash shuts down and looses everything.

I work as a mountain guide, so I only have a day or 2 once a week or 10 days to try and get this running (the problems origionaly happend over 2 weeks ago). But I have a background in Electronics so I know this is the windows reinstall that screwed things up, not a virus/overhead or other outside influance.

I just want to go back to a tablet that works - It was happy editing basic videos, now its like trying to use a 486dx to surf the web!

    It sounds like your Surface Pro 5 is experiencing significant issues post-reinstallation of Windows.

    Based on your description, it seems that you used the Windows installation media to perform a clean installation on your Surface. Because Surface devices have specific hardware and firmware requirements, using generic Windows installation media may cause incompatibility issues.

    You need to use the Surface USB recovery drive to reset your Surface to factory conditions. Creating and using a USB recovery drive for Surface - Microsoft Support
