Powered Apanage USB Hub 3.0 not connecting

I recently purchased this powered hub and plugged it into my surface pro 4. In device manager it gives me the yellow triangle with the following message: Unknown USB Device (Set Address Failed). I right click and update driver --- Nothing happens. I uninstall it and restart my surface pro nothing happens. I right click and go on properties and it has the following error message: " Windows has stopped this device because it has reported problems. (Code 43)

The USB set address request failed." 

Can anyone please help me I'm losing my mind!

    unplug the hub from the SP4 and remove all other peripherals, including a

    microSD card if inserted in the slot. detach from dock if you have a dock. then

    try a two button reset:

    Step 1:    Press and hold the power button on your Surface for 30 seconds and then

    release it.

    Step 2:    Press and hold the volume-up button and the power button at the same

    time for at least 15 seconds and then release both.

    The screen may flash the Surface logo, but continue holding the buttons

    down for at least 15 seconds.

    Step 3:    After you release the buttons, wait 10 seconds.

    Step 4:    Press and release the power button to turn your Surface back on. You

    should see the Surface logo.

    after the Surface boots up, plug the Hub into power and then into the SP4. what

    happens?
