I understand that you're having trouble with your Surface arc mouse. The Bluetooth connection between your mouse and your device may have been disrupted after the restart. I am here to help and let us work on this together.
Here are some troubleshooting steps you can try:
- Force shutdown your Surface: Press and hold the power button on your Surface for 30 seconds and then release it. Press and hold the volume-up button and the power button at the same time for at least 15 seconds and then release both.
- Refresh the wireless connection: Go to Settings > Devices > Bluetooth. Select your Microsoft Arc Mouse and click Remove device. Then, go to Settings > Devices > Bluetooth & other devices > Add Bluetooth or other device > Bluetooth. Select your Microsoft Arc Mouse and click Pair. The mouse should start working again.
- Run the Bluetooth troubleshooter: Go to Settings > Update & security > Troubleshoot. Under Find and fix other problems, select Bluetooth > Run the troubleshooter.
- Check for Windows updates: Go to Settings > Windows Update > Check for updates. If updates are available, install them. Make sure to restart your computer after installing updates if not prompted to do so.

- May I know what build version of Windows you are currently running?
- When did this issue started?
- Could you confirm which Windows version the device you're using to test the mouse on the other laptop?
