That's kind of strange if it didn't reach 60Hz. The Surface Book 2's maximum refresh rate should reach 60Hz. You can check this information from this link https://support.microsoft.com/en-us/help/4023496/surface-troubleshoot-connecting-to-a-second-screen.
By the way, is this connected to an external monitor or not? If it is connected to an external monitor, kindly follow Solution #5 from the link I provided to clear the display cache and to initially troubleshoot this issue.
If it's not connected to an external monitor and its refresh rate is only at 59Hz, please download this in-place upgradeto re-update your Surface device. Downloading the tool won't delete any files nor remove the applications you already installed, this will only repair and re-update your Surface device. Click "Download tool now" and hit Next once you see "Upgrade This PC".
