Windows August 2019 Update - Throttling CPU / Battery Drain / Blue Spot on Bottom Center of Screen

Hello,

I have a Surface Pro (5) i7.

I had a windows update on August 29th, I've tried to roll it back but it didn't resolve my issue.

Through regular use, the CPU will get throttled down to 0.5ghz. This occurs over 20 minutes of usage.

If I remove the power cable, the CPU will go back up to 2 to 3.5 ghz. Over the course of 10-15 minutes, it'll slowly go back down to 0.5 ghz.

If I then put back in the power it'll go back to 2 to 3.5ghz, slowly returning back down to 0.5ghz.

The speed at which the CPU throttles down gradually increases until I reboot the computer.

I've seen plenty of articles for the Surface Pro 6 and Surface Book 2 encountering this issue.

Is there a timeline for a fix?

If there's going to be a long wait for a fix, what can I do to resolve my issue for now and get back to a working tablet?

    It sounds like you have resolved this blue dot issue. It would be good to run

    the Surface Diagnostic Toolkit to insure you have all the latest drivers -

    Microsoft has been silent on the battery drain and throttling so I can't even

    guess when there might be a fix.

    Correction, now that the CPU throttling occurred from doing something visually intensive (like playing a game), it's doing it outside of games and I need to keep unplugging and replugging back in the power.

    Edit: Struck out the previous comment after doing more testing it's a global issue and has nothing to do with running something visually intensive like a video game.

    Microsoft has made no official comments here on either the battery or throttling issue even though everyone s begging for answers.

    Can you provide more info on the blue spot issue?

    Prior to that, the blue dot would show up in UEFI Firmware settings. I think it may have been tied to heat as it would disappear after powering down the computer over night.

    Steps to reproduce the blue dot:

    • Plug in the surface, any power setting
    • Plugged in surface appeared to use the fans at 100%
    • Use the computer for an hour or two
    • Blue dot will appear in the bottom middle of the screen, approximately 2 inches up
    • The case behind the dot felt very hot to the touch, the screen also felt hot

    Sorry I can't provide more testing, I needed this computer operational for work.
