To initially troubleshoot this issue, what I'd like you to do is to clear the display cache. Kindly visit this link https://support.microsoft.com/en-us/help/4023496/surface-troubleshoot-connecting-to-a-second-screen and follow solution # 5. Once done, kindly restart your Surface device, unplug the cable that connects the external monitors and the dock and undock your Surface device. Then, re-establish its connection again and make sure that those cable are properly inserted/plugged.
If the issue persists, please check the dock's firmware if it is up to date and kindly update the firmware of the Surface dock if it is outdated. Please check this link>> https://docs.microsoft.com/en-us/surface/surface-dock-firmware-update for instructions on how you can update the firmware of the Surface dock and to know the updated firmware version that should reflect in Device Manager.
