Surface laptop 4 with 4k 60hz through thunderbolt WD19TBS dock possible?

Hi!

I have a Surface Laptop 4, and my setup is one 4k screen and then the laptop. The screen is Dell 32" G3223Q and im using it with hdmi 2.1.

Im upgrading from a D6000 dock to this WD19TBS to get more power output to my work-laptop, with the D6000 im able to do 60hz with 4k through usb-c but not with the new dock, ive tried to install latest drivers but nothing works.
I know surface laptop 4 dont have support for thunderbolt 4 but, I should still get 60hz since it works with usb-c dock, is this not possible or am I missing something?

    I am aware of your desire to connect your Surface Laptop to an external 4K 60Hz display using the thunderbolt WD19TBS dock. According to the Dell support website, the Thunderbolt WD19TBS dock requires a system with a DisplayPort (Supported) or Thunderbolt port (Recommended) rather than a USB Type-C connector that is compatible with the docking station.

    Take note that since the thunderbolt WD19TBS dock is a third-party accessory, we can only provide limited details about its specifications. You may Contact Dell support for more information to see if the aforementioned accessory is functional with connecting a Surface Laptop 4 to an external display at 4K 60Hz.

    Due to compatibility issues, we are unable to offer recommendations using a third-party dock with our Surface laptop. Instead, we advise making use of our Surface Dock, which is made to function optimally with our Surface devices connecting to an external monitor. The Surface Dock 2 can support Dual 4K at 60Hz.

    Seems like it just wont work with 60Hz.

    Ive looked at the surface dock but im switching between laptops and it cant support the power 130w to another laptop.
