Based on the description you posted, you have an issue with Surface Go 3 wherein you already reset the device back to default using the recovery image and did not complete error (something went wrong no change are made.) This may be caused by the recovery image that you download possible is corrupted or not extracted properly or this is something to do with the SSD storage on your Surface device.
Let’s work together in finding the best solution to this issue. To get started I will ask a few questions to further isolate the issue.
- When you download the recovery image, did you also try to download the lower version of the recovery image and till not working?
- When you install the recovery image on your Surface did you select remove everything or just remove files?
Regarding the issue that you have if the recovery image fails when you install on your Surface. We can create a data eraser and then run on your Surface.

After we download and complete the data eraser, turn off the device and then connect the USB recovery image you have and then reset the device again.
After you complete the recovery image you are good to go. However, if still have same issue. This is already a issue on the SSD that need to be repair or replace.
