Surface will not power off

Please note I've already tried multiple solutions for fixing this issue. I'd appreciate your reading through my post and not suggesting something I've already tried. When I go to the Start menu and Shutdown down, the Surface acts as if it restarts instead. It comes right back to the login screen. If I restart first, and then shutdown, it'll shutdown. I can hold the power button in until the halfscreen appears saying "Slide down to power off this PC" but doing so only restarts it.

I've tried looking for the fast startup setting, but it doesn't exist. I've also checked general Power Settings under Control Panel--no dice.

I've tried checking under Device Manager for devices that might shutdown to save energy, but that tab doesn't exist. I also altered Registry Editor to add the CsEnabled object, but that didn't resolve the issue.

I've updated Windows and checked for new updates.

The shutdown from command line doesn't work as a solution--this is a user's computer and I cannot trust them with that task.

Any help or pointers are appreciated.

    I'd leave the domain on this Surface to rule out any issues there. Try the Surface Diagnostic Toolkit https://support.microsoft.com/en-us/help/4037239/surface-fix-common-surface-problems-using-surface-diagnostic-toolkit which can often fix most software and driver issues.

    You can also try a repair install of Windows 10 - Repair Install Windows 10 with an In-place Upgrade | Tutorials (tenforums.com) 

    If the above fails to resolve, if it were me, I'd wipe and reimage from the official downloadable recovery image https://support.microsoft.com/en-us/surfacerecoveryimage and thoroughly test before joining the domain.

    Is this a corporate computer joined to a domain? Is it running a customized build of Windows or is it running the consumer/retail version? Are there any peripherals attached? Monitors? Dock? Is this over built in WiFi or is there a USB Ethernet adapter attached?

    It's a domained machine. No other devices on our domain have this issue.

    Windows isn't customized, it's the retail version.

    No peripherals attached, nor a dock

    There is built in wifi on the model, nor peripherals, meaning no adapter is attached

    Resetting windows did it. I'm now able to shutdown through the normal methods. Weird!
