Surface pro 5 won't boot up (hdd logo) bottom right corner only

Hello I'm confused as why my surface won't start. It only loads to windows logo and has what looks like a hdd in the bottom right corner with a yellow spinning symbol. I've tried everything I've read like power+ volume down, power + volume up and nothing changes just the black screen with the hdd in the corner? Wondering if it's beyond help?

    Regarding the problem that the Windows logo + the hard disk icon in the lower right corner appears when face startup, you can refer to the methods in the following link to troubleshoot:

    I've tried the recovery usb drive but it will not boot still. Just the same spinning logo. It doesn't seem to recognize or try to boot from the USB drive.
